The Virginia Tobacco Indemnification and Community Revitalization Commission (Tobacco Commission) established a Bachelor's Degree scholarship program in 2002 to strengthen the economies of Southwest (SW) and Southside (SS) Virginia through education and training of its citizens. The Tobacco Region Scholarship Program provides assistance with tuition for eligible students who live in one of the SW localities or SS localities and who are enrolled in a Bachelor's Degree program at an accredited 4-year college or university, whether public or private, in-state or out-of-state.

The Two-Year College Transfer Grant Program (CTG) provides an incentive for students to first complete an associate degree at a Virginia public two-year college before transferring to a participating Virginia four-year college or university as a means to reduce the overall cost towards completing a bachelor's degree.

The Virginia Child Care Provider Scholarship Program (VCCPSP) is available for current/potential child care program staff and intended to aid the staff in completing coursework that will help them improve the quality of child care for the children and families in their program. Funded by the federal Child Care and Development Fund, the program allows early educators to attend undergraduate courses at Virginia's accredited colleges.

The purpose of the Virginia Commonwealth Award is to assist undergraduate students with financial need and graduate students to pay part of their college costs. Funds may be used for need-based grants to Virginia resident undergraduates or for grants or assistantships to graduate students (both in-state and out-of-state)

The purpose of the Virginia Guaranteed Assistance Program (VGAP) is to provide an incentive to financially needy students now attending elementary and secondary school in Virginia to raise their expectations and their academic performance and to consider higher education an achievable objective in their future.

The Virginia Military Survivors and Dependents Education Program (VMSDEP) is a Commonwealth of Virginia program which provides education benefits to spouses and children of military service members killed, missing in action, taken prisoner, or who became at least 90 percent disabled as a result of military service in an armed conflict.
